Three-Tier Inspection Program + PCBU box
Three-tier inspection program
AS 4084-2023 recommends a three-tier approach to racking inspections. All three levels are required for full WHS compliance across Australian workplaces.
Tier 1 — Daily Operator Checks
"Every shift — ongoing"
Visual checks by warehouse operators and forklift drivers before and during each shift. Look for visible upright damage, leaning bays, dislodged beams, and floor anchor issues. Who: warehouse operators & forklift staff.
Tier 2 — Responsible Person Inspection
"Monthly or quarterly"
A designated internal responsible person conducts a documented inspection across all racking bays. Applies the green/amber/red classification and records findings formally. Who: designated internal responsible person.
Tier 3 — Professional Annual Inspection
"Annually — or after any incident"
A formal inspection by a qualified racking engineer or accredited inspector. Produces a written compliance report with full green/amber/red classifications for WHS and insurance documentation. Who: qualified racking inspector (CH Racking).
